A Rollup Sequencer Is an Operator. Liveness and Order Are Its Job.

Rollups typically rely on a sequencer to order transactions and post data. Users experience that operator as the network. The security model is what happens when the operator stops or censors.

What happened

Optimism’s specification describes a sequencer for the OP Stack, with derivation and forced-inclusion rules meant to limit what that operator can do forever. Arbitrum documents its own sequencer and a path when it is down. The role is the same: someone orders the fast path.

A decentralised sequencer set is a plan on many networks, not a fact to infer from a logo.

Why it matters

An application that promises trading, payroll or access control on a rollup is promising the sequencer’s liveness. If it censors, the design should say how a user forces inclusion, how long that takes, and which asset can leave.

The operating layer

Put the operator on the status page. State the forced-inclusion delay. Say what your product does during that delay. If you cannot explain the exit, do not call the rollup equivalent to the settlement layer.

Do not add your own pause in a way that traps users after the rollup’s exit would have worked.

What is verified

The OP Stack specification and Arbitrum’s docs both treat the sequencer as a role with a bypass. Who runs a given deployment is a fact of that deployment and is not listed here.

What remains unclear

Who operates the sequencer your users hit this week. The forced-inclusion time. Whether your contracts add another pause.

The catch

A rollup can inherit settlement security for state that has been finalised and still fail on a Monday because one service stopped ordering transactions. Copy that only mentions the inheritance is incomplete.
