What happened
Pretty Good Policy for Zcash filed a federal lobbying registration effective 1 October 2026. The registrant is the organisation itself, at an address on 18th Street NW in Washington. Divij Pandya, the executive director, is the only person listed to lobby. The general description of the business is Zcash ecosystem development, developer protections, and financial privacy.
Under specific lobbying issues the form names three items: the Digital Asset Market Clarity Act, H.R. 3633; the Aligning Digital Assets with Principles of Taxation Act; and the Digital Asset Tax Certainty Act. House identification 77775. Senate identification 401111144.

Listing a bill discloses that the client expects to lobby on it. It does not disclose the amendment, the coalition, or whether every section is supported.

Why it matters
Privacy-preserving money has usually arrived in Washington as a subplot of someone else’s market-structure fight. A dedicated, disclosed lobbyist is a change in representation. It means a named human is paid, in the statutory sense, to talk to covered officials about this agenda. It does not mean those officials have agreed.
The agenda is wider than a coin price. Developer liability, financial privacy, and the tax treatment of digital-asset activity can move independently of whether a market-structure bill passes. Listing both a structure bill and two tax bills is a choice to be in both conversations. The form does not say what the organisation wants changed in either tax bill.

The operating layer
Read an LD-1 the way you would read a new vendor contract’s cover page. Who is the client. Who is allowed to speak. Which issues are in scope. What the form refuses to tell you, which is almost everything about strategy. Quarterly reports, when they arrive, are where money and contacts start to appear. The group’s first spending report is not this document.
Pretty Good Policy for Zcash grew out of an earlier Electric Coin Co. policy effort and launched as its own organisation in 2026. Coverage has described a Zcash community grant on the order of $750,000 and a founder’s recusal from the discussion that approved it. Those facts, if you need them, live in the grant record and the reporting. They are not printed on the LD-1. Tax-exempt status, likewise, is a separate Internal Revenue Service question. This filing does not answer it.

What is verified
The public lobbying registration, digitally signed by Pandya, shows the effective date, the sole lobbyist, the business description, and the three named issues including H.R. 3633. That is a primary record.
Nothing on the form enacts, amends, or endorses the text of those bills.

What remains unclear
The organisation’s line-by-line position. Whether it will publish briefs. How much of any community grant is spent on lobbying rather than research, events, or staff. The next quarterly report is the first statutory place those dollars have to surface.

The catch
A Senate identification number is a clerical fact that photographs well. It is not influence. Zcash now has a formally disclosed voice in Washington. The test is published positions, actual meetings, and text that changes. Registration is the start of that record, not the result.
Nor is the filing a regulatory blessing of the asset, the software, or the people who run it.
