An agent that can pay needs a budget.
The wallet is not the intelligence. The policy is. Who may receive, how much, and who can halt it are the product.
The minimum
A spending limit. A log of what was paid. A person who can stop it. A payee list. An owner for a payment that was wrong. A key with none of those is not an agent wallet. It is a key you gave away.
